How to cite HB 3629 in MLA, both in text and via a Works Cited page?

I've been reading up on Purdue Owl and other useful websites about how to cite government documents, but I'm having a bit of trouble. This bill was not passed or even heard, and I can't find some of the information required (or don't know where to find it).
